Some brands consistently run smaller or larger than the table above according to general retailer feedback. These are starting points only, not guarantees:

Either, as long as you stay consistent. Many international retailers default to centimetres; US retailers default to inches. Most product charts include both. If only one unit is shown, 1 in equals 2.54 cm.
For structured pieces like blazers, denim, and tailored coats, size up so seams sit cleanly. For stretchy knits, t-shirts, and oversized cuts, stay true to size or size down for a closer fit. When in doubt, match the larger of your bust, waist, or hip measurement to the chart.
Lay the garment flat on a hard surface, smooth out wrinkles, and measure pit-to-pit for chest, side-seam waist for waist, and shoulder seam to hem for length. Compare those numbers to the retailer's flat-measurement chart, which is usually more accurate than body-measurement-only charts.
Use a soft tape, stand relaxed, and measure over a thin layer (not a heavy sweater). Record in cm or in, then match against the retailer's product chart.
If you fall between two sizes, size up for structured fits (blazers, denim) and stick true for stretchy or oversized cuts.
For accuracy, always check the retailer's official size guide before purchasing. Sizing varies meaningfully between brands.
